The UK Trade Remedies Authority (TRA) has announced that the anti-dumping measure on bicycles and certain bicycle parts imported from China will remain in force until 30 August 2029, following the completion of a transition review.

The TRA concluded that removing the existing measure would likely result in the resumption of dumping, allowing low-priced imports to re-enter the UK market and causing material injury to the domestic industry. Maintaining the measure is expected to benefit UK producers by £1–9 million annually, while helping protect the country's bicycle manufacturing sector, which is largely made up of small and medium-sized enterprises employing thousands of people.

The anti-dumping duties under the measure will remain unchanged, ranging from 19.2% to 48.5%, depending on the exporter. The measure applies to bicycles and certain bicycle parts imported from China, including bicycles consigned from Cambodia, Indonesia, Malaysia, Pakistan, the Philippines, Sri Lanka, and Tunisia.

Products covered by the measure include bicycles and certain essential bicycle parts, such as frames, wheels, handlebars, and brake components.

Before the UK left the European Union, trade remedy investigations were conducted by the European Commission on the UK's behalf. Following Brexit, a number of EU trade remedy measures were incorporated into UK law, and the TRA has reviewed each of them to assess whether they remain suitable for UK needs. The bicycle measure is the final transition review to be completed.

The transition review was initiated on 23 August 2024. The period of investigation covered 1 July 2023 to 30 June 2024, while the injury assessment covered the period from 1 July 2020 to 30 June 2024.
